A little late to the conversation, but it's useful to note a few missed voices. True, the field to help States is light for the reasons you shared, but a few out there seem willing to assist (Georgetown's Beeck Center for Social Impact + Innovation, Public Sector Network, and GovTech to name three).

As an Anne Arundel County resident, I heartily agree with this piece. Also, as an elected Board of Education member, representing the Annapolis area, I am well aware of the shortcomings of local government. There is a huge gap, in my view, in capacity building for local and state government. I find, however, that we're more likely to come to workable solutions at the local level because we are closer to the residents and the immediate implications of implementation.
